GOVERNMENT PROTECTION OF THE STEEL INDUSTRY IN UKRAINE: ARGUMENTS ‘FOR’ AND ‘AGAINST’

Outline

The major objectives of the round table were to discuss and suggest a set of policy recommendations to the Ukrainian Government. Further objectives were to identify problems requiring deeper analysis and research efforts and to improve communication and interaction between government, non-government, and research organizations dealing with the questions of the development of Ukrainian metallurgical sector.

Representatives of the Cabinet of Ministers, the Ministry of Economy and European Integration, the Ministry of Industrial Policy, the Accounting Chamber, the Ministry of Finance, the State Tax Administration, the National Research and Information Centre for Monitoring International Commodity Markets ‘Derzhzovnishinform’ and representatives of metallurgical enterprises, trade firms and law firms were invited.

The following questions were suggested for discussion:

  • Non-competitive practices and state intervention in the world and in Ukraine.

  • Results of the 'economic experiment' at ore-mining and metallurgical enterprises. The reliability of indicators of the efficiency of the Ukrainian steel industry.

  • Criticism of government support in Ukraine on the part of international community: the demand for coordination of steel plans at the international level, participation in OECD meetings, and collaboration with international steel associations.

  • The present and future role of the state in Ukrainian steel industry restructuring and consolidation; what should it be?
