Heinz-Wilhelm Strubenhoff, Dr. Sc. agr.: team leader of the project "German-Ukrainian Policy Dialogue in Agriculture" at the Institute for Economic Research and Policy Consulting in Kiev. Studied at Goettingen University, worked as Research Associate at Technical University Berlin. Worked as consultant and regional director Europe for GFA consulting group. Vast experience in research, consultancy and policy advice for various public and private clients including the German Ministry of Food, Agriculture and Consumer Protection.

Oleg Nivyevs'kiy: German-Ukrainian Policy Dialogue in Agriculture. Research interests: productivity and efficiency analysis; international trade with concentration on agricultural and food markets. Special attention is devoted to the assessment of reform process in agriculture and rural arrears of Ukraine. Graduated from the National University "Kyiv-Mohyla Academy" (Master's degree in Economics) and from the Kamyanets'-Podil's'ky State Pedagogical University (Specialist in Physics and Computer Sciences).

Justyna Jaroszewska: With the Project since April 2007, earlier as a consultant with companies in Germany and Poland, where she dealt with the acquisition and management of EU-funded projects. Work fields: screening/analysing of relevant Ukrainian laws in the area of Agriculture and Food Safety with special focus on their compatibility with EU law. Graduated from the University of Poznan (Poland) (MA in European Law), scholarship at the University of Bamberg (Germany).

Objective

The objective is to assist Ukraine in reforming its agricultural policy and legislation, taking into account international experience of Germany and other countries as well as international practice (EU, WTO), in accordance with principles of market economy.

Short-term advice by specialised experts from the public and private sector in Germany and Ukraine

Sector Studies and Publications on selected relevant topics

Approach

The approach is demand-driven with major emphasis on rapid and concrete response to actual problems and challenges of Ukrainian policy and law makers. Relevant expertise from the public and private sector mainly from Germany can be mobilized by the resident project team in Kyiv.

Beneficiaries

The Government

Various Government bodies are involved in policy formulation and execution, a.o. the Ministry of Agriculture Policy, other line ministries, interministerial committees, the Cabinet of Ministers, the Presidents Office, specialized Government agencies.

The Parliament

Law makers from the agriculture and land committee of the Verkhovna Rada are the main stakeholders in the process of drafting modern legislation for agrarian sector.

Agriculture and Agribusiness Associations

The representatives of sector associations are important allies in the formulation of policies and laws as well as in the creation of a business enabling environment.


Project Partners

The Institute for Economic Research and Policy Consulting (Kyiv) was founded by the Ukrainian Government and the German Advisory Group on Economic Reforms in 1999. It is specialized in applied economic research and provides policy advice to the Ukrainian Government and Parliament.


The German Federal Ministry of Food, Agriculture and Consumer Protection supports with its cooperation program the transformation process in Eastern Europe for more than 15 years. The cooperation program supports sector reforms in the partner countries at national and local level.


The Centre for International Migration is funding German integrated experts at counterpart institutions in various partner countries.


The Ministry of Agricultural Policy of Ukraine formulates and implements agriculture and food policy in the country.
