Ukrainian Agriculture - Crisis and Recovery

edited by Stephan von Cramon-Taubadel, Serhiy Demyanenko, and Arnim Kuhn, 2004. This is the third book that the German Advisory Group has produced on agricultural policy in Ukraine, and the second that has been produced in conjunction with the Institute for Economic Research and Policy Consulting (IER) in Kiev. This book, therefore, picks up on what has become a tradition of periodically taking stock of both developments in Ukrainian agriculture and the analysis of these developments that we have produced in recent years.

Ukraine's WTO Accession. Challenge for Domestic Economic Reforms

(Authors: Burakovsky/Handrich/Hoffmann). This book addresses the domestic and economic policy challenges and opportunities that Ukraine faces in light of accession to the World Trade Organization (WTO). The country is politically committed to becoming a member. Experienced policy makers, international experts and scientists present their views on the country's path towards WTO membership. The contributors draw conclusions from previous accessions to WTO and discuss important aspects of institution building and the implementation of regulatory rules and their costs. Further, they argue that the country, which has an extremely high export-to-GDP ratio of over 60% (almost twice as high as Germany), needs to develop a coherent and WTO-compatible national trade policy. As the analysis shows, trade related policies are highly affected by WTO membership and Ukrainian competition and agricultural policies will need to become more market economy oriented. Still further, the text demonstrates that Ukraine is not likely to enjoy the full benefits of membership unless it pursues market oriented structural reforms.

"Development of Domestic Markets in Ukraine. Welfare through Competition"

Despite certain progress in recent years, Ukraine's economic development is still constrained by a lack of competition. Therefore this book sheds light on the importance of competition in a market economy and its benefits in comparison with a subsidy-oriented policy that seeks to preserve existing structures. The book also analyzes existing barriers for competition in competitive industries (ferrous metallurgy, agriculture, small and medium enterprises) and network industries (telecommunication, water and power sector).

“Ukraine and the World Economy: Risk Assessment and Policy Recommendations”

(Authors: the IER and the GAG. April 2002). The book presents the results of a study on external risks for Ukraine’s economy. External risks could potentially cause a devaluation of the hryvnia. Based on quantitative assessment of risks, policy recommendations are formulated how to reduce the risks and the possible impacts of negative shocks at every successive stage of transmission.

"Fostering Sustainable Growth in Ukraine"

(edited by Stephan von Cramon-Taubadel, Iryna Akimova; 2002). The book examines the key factors that determined economic growth in Ukraine in 2000-2001. Economic developments are analyzed in an international context – in terms of the influence of the international economic situation and in comparison with other transition economies. The book considers interrelationships among institutions, competition, and growth; provides empirical estimates of the main determinants of economic growth and presents policy recommendations (general and sector-specific) on how to ensure the sustainability of economic growth. The main message of the book is that Ukraine needs a clear and well thought-out strategy of furthering reforms, since – as Ukraine’s own and other countries’ experience has proved – economic growth is impossible without market-oriented reforms and structural transformation at the top of the policy agenda.

(edited by Stephan von Cramon- Taubadel, Sergiy Zorya, and Ludwig Striewe; 2001). The book provides an integrated analysis of the development of Ukraine’s agriculture, paying particular attention to the policies aimed at reforming this sector, and presents policy recommendations.
Chapters on general aspects of reform and agriculture policy are followed by analyses of specific input and output markets including grain, sugar, land and finance. Additional papers address enterprise restructuring and the role of agriculture in the overall economy.

“Die Transformation der Landwirtschaft in der Ukraine - ein weites Feld”

“Die Transformation der Landwirtschaft in der Ukraine - ein weites Feld” is a collection of 13 papers on various aspects of agriculture and agricultural policy in Ukraine. Available in German and Ukrainian, it covers agricultural policy options and strategies for Ukraine, key agricultural markets such as grain and oilseeds in Ukraine, and the restructuring of large collective farms. The German and Ukrainian editions were published by Vauk in Kiel and Phoenix in Kyiv, respectively, in 1999.

“The First 365 Days: A Constructive Retrospective of the Economic Reforms in Ukraine in the Year 2000”

The publication of the German Advisory Group on Economic Reform by the Government of Ukraine presents an assessment of the Government’s economic policy in 2000. The book was first presented at a conference in January 2001 (the 12th Ukrainian-German Economic Symposium).

“The Next 1000 Days: An Economic Reform Agenda”

“The Next 1000 Days: An Economic Reform Agenda” was first presented at a conference in November 1999 (the 10th Ukrainian-German Economic Symposium). Newly-elected Prime Minister Mr. Viktor Yushchenko pledged in January 2000 to implement this “1000 day programme” for the reform and recovery of the Ukrainian Economy. It has found wide attention throughout Ukraine and is available in Ukrainian, Russian, German and English.

The proceedings of the 11th Ukrainian-German Economic Symposium “Ukraine on the Road to Europe” were to be issued as the new volume in the German Advisory Group's publication series, in Ukrainian by Phoenix in Kyiv, and in English by Physica in Heidelberg/New York, both in 2001.

“Ukraine at the Crossroads”

“Ukraine at the Crossroads” is the result of an international conference held in Kyiv in June 1998 under the auspices of the 7th Ukrainian-German Economic Symposium, organised jointly by the National Bank of Ukraine, the German Embassy/Co-ordination Unit of Kreditanstalt fuer Wiederaufbau and the German Advisory Group. A Ukrainian edition was published by Phoenix in Kyiv in 1998, and an English edition was published in 1999 by Physica in Heidelberg/NewYork.

"Aufbruch in die Marktwirtschaft"

(edited by L.Hoffmann and A.Siedenberg, published in German by Campus Verlag, in Russian and Ukrainian by Phoenix, 1997). The book written by the German Advisory Group on Economic Reforms includes various papers on Ukraine’s transition to the market economy, such as the macroeconomic stabilization, growth prospects, structural reforms, and the development of market institutions, as well as integration of Ukraine into the world economy.
