General Information

On March 22, 2001 the “Association of Friends of the Institute for Economic Research and Policy Consulting” was founded in Kyiv with the vigorous support of the Ukrainian League of Industrialists and Entrepreneurs (USPP) and the German Advisory Group on Economic Reforms with the Government of Ukraine. This jointly declared Anatolij Kinach, president of the USPP and the joint heads of the German Advisory Group Professor Lutz Hoffmann and Dr. Lorenz Schomerus.

The “Association of friends” will support substantially and materially the Institute’s independent voice in the Ukrainian process of reforms, ensuring the long-term existence of this symbol of Ukrainian-German relations, exceeding the pure governmental level.

Among the founding members of the “Association of friends” are for example Dr. Dietmar Stüdemann, German Ambassador in Kyiv, the advisor to the Ukrainian President Anatoliy Galtschinski, and Dr. Hermann Otto Solms, vice-president of the German Parliament. Karin Rau from the German Association of Chambers of Industry and Commerce (DIHT) and numerous companies, including Deutsche Bank, DaimlerChrysler and Siemens represent the German business community. Anatolji Kinach from the USPP, Jewgeniy Tscherwonenko and the company Galichina participate on behalf of Ukrainian entrepreneurs. Journalists like the chief editors from the TV-station “1+1” and the weekly journal “Zerkalo Nedeli” declared their membership as well.

The German Advisory Group founded in October 1999 the Institute for Economic Research and Policy Consulting with the explicit support from Prime minister Viktor Juschtschenko and other Ukrainian reformers. The Institute headed by Dr. Iryna Akimova started to work on July 1st 2000 with 10 young researchers. The Institute analyses Ukraine’s economic policies and develops independent positions on that matters, like its role model - the German Advisory Group, which it is supposed to replace in the future. Since its foundation the Institute maintains close contacts to both, the Ukrainian government and the Parliament to ensure that its voice will be heard. The publications of the Institute are available via internet at http://www.ier.kiev.ua.

The Ukrainian and the German federal government declared their willingness to provide finance for the basic needs of the institute. However, in the future the Institute has to find additional sources to finance publications and the training of researchers. The “Association of friends” will help with this task and support the idea of a lasting and independent voice in the Ukrainian process of reforms.

Association of Friends, Objectives and structure

1. "Association of Friends of the Institute for Economic Research and Policy Consult-ing" (further - Association) was founded on March 22, 2001 in Kyiv. This is a public association of firms, organisations and private persons. It is not entered in the State Register and should not have its own juridical form.

2. The Association is created with the aim of developing and supporting the Institute for Economic Research and Policy Consulting (further - institute), which was founded by the German Advisory Group and the leading Ukrainian politician-reformers in July 2000. The support to the Institute can be realized through the fol-lowing ways:

  • a) Allocation of current contributions to finance the basic costs of the Institute and special contributions to solve the appointed tasks, for example, financing of cer-tain publications, targeted reimbursement of funds on separate research pro-jects, financing of the stay of the research associates of the Institute abroad, etc.

  • b) Stimulation of the exchange between the real sector and the economic science through offering internship possibilities for the research associates of the Insti-tute at enterprises, organizing workshops on the topics that could be of interest to the enterprises, etc.

3. The financial assistance of the members of the Association should go directly to the Institute. The latter as a public organization has no right to be involved into commercial activity and receive profits, but rather should utilize the funds for achieving the aims, specified in its Statute.

4. Private and juridical persons can become the members of the Association. Admis-sion to the members of the Institute is decided upon the basis of the recommenda-tion of the Board of Directors of the Association or the Board of Directors or Super-visory Board of the Institute. The exit from the Association is free.

5. There are no yearly membership fees, although regular contributions are very desirable. The members of the Institute define the amount on their own.

6. The Board of the Directors of the Institute coordinates the activity of the Associa-tion.

7. At least once a year there should be a general meeting of the members of the Association, for which all the members receive an invitation letter with the agenda of the meeting in the written form no later than two weeks before the meeting. De-cisions and protocols of the general meetings of the members of the Association have to be signed by the Head of the Board of Directors or Deputy Head.

8. The objectives of the general meetings are as follows:

  • a) Approval of a yearly report on the current activity of the Association and the In-stitute;

  • b) Development of ideas aimed at the improvement of the financing of the Institute;

  • c) Development of suggestions aimed at the improvement of the exchange between the Institute and the enterprises.

9. The general meeting of the members chooses the Board of Directors by the ma-jority of votes (of those present at the meeting), including:

  • 1. The Head of the Board of Directors,

  • 2. Deputy Head,

  • 3. From 2 to 4 next members of the Board of Directors. The term for which the Board of Directors is selected constitutes 3 years. The pow-ers of the Board of Directors end, in the absence of the new elections before, at the end of the first general meeting after the first three-year period. Re-elections of the members of the Board of Directors are possible. The members of the Board of Directors have a right to take part in the general meetings and in the meetings of the Board of Directors. Besides, they are given a right of a consulting vote.

10. Dissolution of the Association takes place through adopting the relevant decision by the majority of votes of those present at one of the general meetings.
